Many of you ask the same question, “Just what is Chapter 78”?
Chapter 78 requires public employees (e.g. teachers, police, fire, etc.) to pay towards the cost of their health plans. The law was effective June 28, 2011 and the premium contributions are based on a percentage of the health insurance premium (the total amount the EBOE pays) and increase every year over a four-year period.
So for example:
After Chapter 78, a member with a family plan of benefits may have gone from pay $0 towards his/her health insurance to now being paying over $9,000 towards his/her benefits. This $9,000 loss may have essentially “cancelled” any step increases, cost of living increases in the contract, and/or longevity pay. This person may have no seen an increase in “take home pay” since 2011.
